Absolute accuracy in these data is imperative! and I venture, therefore, very urgently to suggest that a special grant of money should be made by the Malayan Governments to ensure a sufficient and competent staff of compilers for the early and accurate preparation of
the schedules.
I surmised from the second paragraph of your letter (No. 6338/24) that the recalculated pensions were
required as at the 31st of December 1919, and that from
this date onwards the Malayan Officials would modify these recalculated pensions in connexion with any
subsequent increases or decreases in contributions:
Mr. Leonard, however, has suggested that the pensions (in possession and in reversion) might be recalculated
up to the 31st of December 1922, so that their
Registers might contain accurate pensions on the 1st of January 1923. As all the necessary classification
will already have been made by me for my recalculations
of the pensions as at the 31st of December 1919, it
would only add slightly to the clerical costs of calculations if I included these three additional years (1.0. 1st of January 1920 to the 31st of December 1922).
Should you decide upon this latter date, the data in the schedules will require to be carried on to the 31st of December 1922; if, however, you decide upon the recalculation up to the 31st of December 1919 only, then the record of the data will cesse at this latter date. You will observe that, in the specimen
schedule and in the Memorandum of Instructions I have
left this date blank, and you should, kindly, insert
